Type and live severity

Integer APIs require 1860 or StrToInt(I1860); implicit String coercion is not recommended. GetIssueLevel queries live configuration and returns 6/Error when the row is absent.

Fresh-build and v1.15 definitions agree on status 0/Not Set and route /Transaction/Remittance. Not Set is not automatically Error, regardless of description. The calling workflow must explicitly decide whether the absent code blocks, defaults, warns or continues.

Non-effects and issue lifecycle

I1860 does not trim/default/validate a code, find or create a record, log, insert DIssue, change status, or navigate. The local Scriptlet CreateIssue logs without querying severity; InvoiceIssue uses live severity and deferred persistence. Neither behavior comes from the constant.
